From active to completed: development plan status tracking!

Development plan status tracking has been a missing piece in Talentguide. You could write a plan, but you couldn't close it. This release changes that.
✅ Plans now have a status
Every plan is Active while it's running and Completed once a manager marks it done and saves. Your overview groups them by status, so live plans sit apart from closed ones. Status doesn't flip on its own: a plan stays Active until someone closes it, so the manager decides when it's done, not a progress bar.

✅ Mark initiatives as complete
Each education and coach has a "Mark as completed" button with a date, a green check, and a little confetti. Talentguide tracks the date when initiatives were completed

Why Development plan status tracking and completion matters
We build Talentguide around one loop: find the skill gaps -> create a development plan -> mark the work complete -> evaluate -> and let skill profiles update automatically. Then it repeats. For that loop to keep turning, completion has to be a real trigger. Until now it wasn't, so the loop stalled between "plan created" and "skills evaluated." Status tracking is the step that closes the gap and lets development actually compound over time.
